More university places and university graduates - because of the increase in number of universities catering to polytechnic students
The 6 publicly-funded local degree courses as listed by the MOE are NUS, NTU, SMU, SUTD, SIT and UniSIM.
According to official figures released by the Singapore Department of Statistics, an average of 15,000 students graduate from SMU, NUS, SIT, SUTD and NTU every year.
MOE figures released in their Education Statistics Digest in 2017 state that the percentage of P1 students who were eventually accepted at full-time (when they become of age) publicly funded degree courses was 34.2%.
Those who entered junior college courses were 28.4% of the cohort, while 46.9% of the cohort entered full-time publicly-funded polytechnic diploma courses.
University degree is the new O-Level qualification?
SMU for example admits around 1,600 students annually – from the junior colleges and polytechnics.
It is estimated that annually, there are a total of 13,000 places at SMU, NTU, SIT, SUSS, SUTD and NUS.
This means that 13,000 students out of each cohort of approximately 35,000 babies born every year will be able to enter the 5 local universities – about 35% of each cohort.
Approximately 70% of junior college students will secure a place at these universities, compared to about 20% of polytechnic graduates.
Underemployment of graduates
A McKinsey & Company study in 2013 showed that almost half of degree holders are holding jobs that do not require a degree. McKinsey had surveyed 4,900 young people in the United States, and they were working in private, public, vocational and for-profit institutions.
In Singapore, the dampening effect on graduates’ salaries is made worse by oversupply. In the past 10 years, undergraduate numbers have doubled.
Because there are now so many university graduates in Singapore and globally, employers have started to rank the capability levels of graduate workers.
Thinkers – those with elite qualifications – form the top 10% of their company’s staff numbers. The rest of the 90% (the “do-ers”) of university graduates will be assigned routine job functions and receive much more modest wages.
Very competitive environment for job applicants
When polytechnic or university graduates apply for jobs, employers from the better companies and statutory boards might not immediately ask applicants for their grades in the advertisements that they place.
But, they will shortlist based on the types of schools that you attended, the courses that you took, and the GPA grades that you put in your CV.
Academic streams at secondary level
The approximately top 10% of each cohort would enroll in the Integrated Programme, which is an accelerated pathway toward the GCE A Levels and to universities.
Around 60% of each cohort will be admitted into the Express Stream, which will lead to junior college or polytechnic studies, upon completion of their GCE O Levels.
Approximately 30% of each cohort will enter the Normal track, which leads to studies at the polytechnics or the Institute of Technical Education qualification.

THE MOE IS REDUCING JUNIOR COLLEGE PLACES
The Junior College intake will drop from 16,000 students in 2010 to 12,800 students in 2019.
The MOE stated: “Following the mergers, there will be some reduction in the overall number of JC places, but this would have taken into consideration the reduction in cohort sizes.
This is to ensure all JC eligible students who wish to have a JC education will be posted to a JC.
As in previous years, the posting will be by merit, and this may or may not be the student’s preferred choice.”

MORE UNIVERSITY PLACES AND UNIVERSITY GRADUATES – BECAUSE OF THE INCREASE IN NUMBER OF UNIVERSITIES CATERING TO POLYTECHNIC STUDENTS
The 6 publicly-funded local degree courses as listed by the MOE are NUS, NTU, SMU, SUTD, SIT and UniSIM.
According to official figures released by the Singapore Department of Statistics, an average of 15,000 students graduate from SMU, NUS, SIT, SUTD and NTU every year.
MOE figures released in their Education Statistics Digest in 2017 state that the percentage of P1 students who were eventually accepted at full-time (when they become of age) publicly funded degree courses was 34.2%.
Those who entered junior college courses were 28.4% of the cohort, while 46.9% of the cohort entered full-time publicly-funded polytechnic diploma courses.
UNIVERSITY DEGREE IS THE NEW O-LEVEL QUALIFICATION?
SMU for example admits around 1,600 students annually – from the junior colleges and polytechnics.
It is estimated that annually, there are a total of 13,000 places at SMU, NTU, SIT, SUSS, SUTD and NUS.
This means that 13,000 students out of each cohort of approximately 35,000 babies born every year will be able to enter the 5 local universities – about 35% of each cohort.
Approximately 70% of junior college students will secure a place at these universities, compared to about 20% of polytechnic graduates.
UNDEREMPLOYMENT OF GRADUATES
A McKinsey & Company study in 2013 showed that almost half of degree holders are holding jobs that do not require a degree. McKinsey had surveyed 4,900 young people in the United States, and they were working in private, public, vocational and for-profit institutions.
In Singapore, the dampening effect on graduates’ salaries is made worse by oversupply. In the past 10 years, undergraduate numbers have doubled.
Because there are now so many university graduates in Singapore and globally, employers have started to rank the capability levels of graduate workers.
Thinkers – those with elite qualifications – form the top 10% of their company’s staff numbers. The rest of the 90% (the “do-ers”) of university graduates will be assigned routine job functions and receive much more modest wages.
VERY COMPETITIVE ENVIRONMENT FOR JOB APPLICANTS
When polytechnic or university graduates apply for jobs, employers from the better companies and statutory boards might not immediately ask applicants for their grades in the advertisements that they place.
But, they will shortlist based on the types of schools that you attended, the courses that you took, and the GPA grades that you put in your CV.
ACADEMIC STREAMS AT SECONDARY LEVEL
The approximately top 10% of each cohort would enroll in the Integrated Programme, which is an accelerated pathway toward the GCE A Levels and to universities.
Around 60% of each cohort will be admitted into the Express Stream, which will lead to junior college or polytechnic studies, upon completion of their GCE O Levels.
Approximately 30% of each cohort will enter the Normal track, which leads to studies at the polytechnics or the Institute of Technical Education qualification.
WHAT IS NEEDED IN THE JOBS OF THE FUTURE?
We live in an age where technology and business disruptions rapidly change the ways we commute, go on holidays, buy our groceries and food, and indulge in retail therapy.
Those who develop strong analytical and problem-solving capabilities will do very well, no matter what career path they choose.
POLYTECHNIC OR JUNIOR COLLEGE?
Each of these routes are designed for people who want to pursue different things.
Whether you have chosen the 2-year junior college or 3-year polytechnic tracks, it is the academic results that matter – to help you find the right path that better caters to your needs and ambitions.
But even as the Government opens up more university places, it has been urging young Singaporeans, including diploma holders, to consider other pathways.
OPTIONS FOR UNIVERSITY CHOICES
About 80% of polytechnic diploma holders obtain a university degree within 5 years of earning their diplomas.
British and Australian universities give generous credit exemptions to diploma holders, allowing them to complete their degrees in 1 to 2 years.
Taking a degree from institutions like SIM and EASB generally cost less, and there are also diploma holders who decide to work instead of going to university.
EARN A HIGHER SALARY
A study by the Ministry of Manpower in 2007 showed that every extra year of schooling increases a worker’s earnings by 13.7%.
The rate is higher for those with tertiary education.
Most surveys have shown that those with a polytechnic diploma have a starting salary of $2,500 and those with a degree from the 5 local universities have starting salaries above $3,200.
Human resource managers also silently admit that even when 2 people perform generally equally well at their jobs, the one with a good degree is more likely to receive a higher salary increase, job promotion and a management-level job.
